Every order. On video. Dispute-proof.
A returned parcel is annoying. A returned parcel that quietly pushes up your Shopee non fulfilment rate is expensive, because the rate turns into penalty points, and points turn into limits on your shop.
So it pays to know what the number counts, what it ignores, and the step that decides whether a return lands on your rate.
What the Shopee non fulfilment rate actually measures
Shopee’s fulfilment policy defines the Non-Fulfilment Rate (NFR) as the percentage of your total orders in the last 7 days that were cancelled by the seller, cancelled by the system, or returned and refunded because of the seller’s fault.
In Shopee’s own wording, the non-fulfilled orders add up from three sources:
- cancellations started by the seller
- system cancellations, which is what happens when an order is not shipped out in time
- returns and refunds that are counted against the seller
The window is short: seven days. A bad weekend shows up in the same week.
How the rate is calculated
Shopee publishes a worked example in the same article. A seller with 250 total orders and 40 non-fulfilled orders has an NFR of 16%, because 40 divided by 250 is 16%.
Note the unit: orders, not ringgit, not items.
The policy article also states the trigger points:
- an NFR of 10% or more earns one penalty point for that week
- 30 or more non-fulfilled orders earns an additional point
- asking a buyer to cancel on your behalf is treated as a separate problem, and Shopee says sellers found doing it receive additional penalty points
- a high number of points inside a quarter can lead to seller privileges being suspended temporarily
Shopee also announced a revision to the NFR policy effective 8 April 2026. The detail sits in that announcement on the Seller Education Hub, so read the target on your own Account Health page rather than trusting a number from an older guide, including this one.
What does not count against you
Two exclusions matter here.
Logistics partner fault. Shopee excludes non-fulfilled orders caused by the logistics partner, for example a failed pickup on a scheduled date and time, from NFR, Late Shipment Rate, average preparation time and fast handover rate. Those orders do not touch your metrics.
Return reasons outside the list. NFR applies to return and refund requests for damage, malfunction, wrong item and incomplete item. It does not apply to Non-Receipt, and it does not apply to “I want to return item in original or sealed condition” requests.
If you think an order was counted wrongly, appeals go through the Account Health page.
The rule that changes how a small shop packs
When Shopee refunds a buyer without asking the item to be sent back, the policy article says there is no NFR penalty if you click Dispute and receive compensation. The rate applies if you either fail to click Dispute on time, or you click it without valid evidence.
So a dispute is not only about the money on that one order. It decides whether the order stays off your rate. Two sellers can receive the identical claim and finish the week with different NFR numbers, based on what they submitted and how fast they submitted it.
That is the argument for keeping a packing record per order, the record described in what packing verification actually is.
How to check your own rate
Seller Centre, then the Account Health page, under the Fulfilment Performance category. Each fulfilment metric has a View Detail link that lists the orders behind the number, so you can spot your own pattern instead of guessing at it.
Read it weekly. With a 7 day window, last week’s mistake is already inside this week’s decision.
How to keep the rate low
- Ship before the deadline. The deadline is not simply tomorrow. Days to ship is counted in fulfilment days, which exclude weekends and public holidays for most sellers.
- Do not cancel to escape a problem. A seller cancellation is the cleanest way to add to your own rate. If the order looks risky, verify first, then decide, instead of cancelling on reflex. The checks for that are in how to check a buyer before shipping.
- Never ask the buyer to cancel on your behalf. Shopee treats it as its own offence.
- Keep evidence per order. A wrong item or incomplete item claim is a dispute you can answer with a clip of the parcel being packed, sealed and labelled.
- Dispute on time, with evidence, once a claim lands. Missing the window is the same, in Shopee’s eyes, as having nothing to say.
What the record looks like in practice
A packing record does not need a warehouse. It needs to be tied to the order.
Packory was built for that. The AWB barcode is detected, recording starts by itself, a UTC timestamp is burned into every frame, and the clip syncs to your own cloud storage. When a claim arrives, you can send the buyer a link from your phone, and the page opens with the timestamp and tracking details shown, no app and no account needed on their side.
Your commission structure is a separate question, and the fee and profit calculator is there for that part.
The number worth reading every Monday
Your NFR is a seven day scorecard. You cannot control which claims arrive. You can control whether you have grounds to dispute them.
A shop with the record wins the argument. A shop without one pays for it twice, once in the refund, and again in the points.
